@Andrew: took a closer look at the TaskMonitor code after Riley brought this
into our branch. Right now, we're logging control path operations. This JIRA
is about adding the ability to observe a snapshot of our datapath state. Will
the WeakReference route of MonitoredTasks scale to datapath perf?
