Description: A discussion on general@incubator for Twill mentioned that the
(out-of-date?) document at http://www.apache.org/dev/crypto.html suggests an
export notice in the project README. I know Apache Accumulo added a transparent
encryption feature recently and found an export notice in their README on their
trunk. Adding one to ours out of an abundance of caution. (was: A discussion
