Add text to the Security section of the online manual that discusses how the
WAL can be provisioned to a separate device tier, and how tiers can be managed
with different sensitivity considerations, with and without WAL encryption.
Something to call out and discuss. This issue is a reminder for me to do that
before spinning 0.98.1.
After HBASE-10077, the new section can be updated.
