Gave it a browse and it seems useful. It would be a building block for later 
indexing improvements in phoenix, for sure. Unfortunately, I don't have the 
bandwidth right now to do an indepth review as I'm not very familiar with the 
load balancer code. It looks alright, but I'm not confident in my ability to 
give it a +1 :-/

Maybe James has the time though?
