Summary: Rolling restart never ending when a RS doesn't come back
online.

When doing a rolling restart using rolling-restart.sh, if a region server is
not able to come back online, the script will never stop and wait forever for
the server.
Instead of that we might want to wait for a certain period of time and exit
with failure.
