Then again, maybe this is pointless, HRegion.computeHDFSBlocksDistribution is
only called from two places:
# TestHRegion
# DefaultLoadBalancer.getTopBlockLocations (which is private is not called from
anywhere ?!)
Seems the entire method could just as well be removed.
