[~lhofhansl], good point. I didn't figure out exactly why we got into the same
MetaServerShutdownHandler action so often. I suspected that in that phase,
HBase already stops other actions, so probably only a few clean up operations
on going. Hence, MetaServerShutdownHandler is always immediately back in.
