But what about the standalone server case? Then we only have the combined
master+regionserver right? Currently we have the obnoxious pause of 4.5
seconds. Isn't that enough for other regionservers to check in? It was enough
previously? You'd assign system tables near immediately but before doing more,
you'd wait the three (?) checkin periods we currently have?
