Merged patch over HBASE-10813, keeper exception wasn't needed there. Should
compile now.
A note - TestCloseRegionHandler.testFailedFlushAborts fails now for me (I
didn't modify the test compared to previous patch, and it used to pass fine,
today even without my patch it fails), that used to work yesterday. Looking
into it.
