Thanks Gregory. This also applied to some other table names as well like lib, 
etc. The problem is in the HConstants.HBASE_NON_TABLE_DIRS. 

This is easily reproducible, and instead of throwing an exception and not 
allowing the table creation, or this working as expected, the bug results in 
the region not being able to open.
