This changes the interface of the RegionObserver in 0.98.2 vs 0.98.1, so it
impacts an application that implements it.
Do we have a defined policy for this?
It's not that much of a an issue, especially as we're still at the beginning of
the 0.98, but it would worth mentioning it in the release notes imho...
