Patch for trunk.
Some notes about the change in tests.
When the hbase is restarted, the table state in those tests are disbabled for
the test disable the table before. So i add enableTable(table) in
TestOfflineMetaRebuildBase.
For hbck does not the NOT_IN_META_OR_DEPLOYED for disabled tables and we can
not enable it in the tests, so i remove the NOT_IN_META_OR_DEPLOYED error check
in TestOfflineMetaRebuildOverlap and TestOfflineMetaRebuildOverlap.
