After some offline discussions with Jeffrey, it seems that we do not want to 
add a lot of complexity for dealing with this incapability. Should we disable 
the feature by default again, commit this patch, and re-enable it post 1.0? If 
we commit something like the attached patch, it would mean rolling restarts 
from 1.0 to 1.1 (if it enables by default) will not be broken, but 0.98 -> 1.1
