Saw the exception trace when running TestVisibilityLabelsWithACL
This issue will result in
1. Fail to set the owner permission for the labels table.
2. If we have master side CPs as AC, VC and then one more, this issue will make 
the postStartMaster hook is not getting called for the 3rd CP.

As we catch the IOE this issue will not further create any master aborts or 
issues.
