With ZK-less region assignment, I think we can avoid the problems with ZK. We
can also remove lots of complex code that handles all kinds of race conditions.
For the first step (HBASE-11059), probably we won't see this benefit due to
compatibility. In the next step (major release after 11059), we should simplify
the state machine, remove ZK assignment event handling code and thread, test
cases that test handling simulated ZK states, etc..
