There is some pure speculation here on my part, though I researched and read
the code the best I could. I split 'codecs' up into 'compressors' and 'data
block encoders' because it seemed that is how they are really used. Let me know
what you think. This came about because of a request from [~aleksshulman] so
maybe he will take a look.
