Summary: MetaTableLocator should be moved to hbase-server

It shall not be used on client side, clients shall make rpc calls to master to
find out about meta. Also it needs to either be removed from Server interface
available on client side and moved into RegionServer class or something, or
whole Server interface needs to be moved to hbase-server.
