Removes static globals used hosting block cache instances. Let me see what it
breaks.
Patch is a little large because had to do cleanup in a few tests where cache
settings are being done against global cache and then a local cache and it all
gets hard to follow which cache is expected where.
Also set size bounds on the TestMapPool tests. Could be any size and OOME'd
(might because we are retaining BlockCache instances.... will see)
