This is further confused by the fact that the master daemon now launches a RS.
Right now with hbase.cluster.distributed=true, {{hbase-daemon start master ;
hbase-daemon start regionserver}} results in master waiting for 2nd RS to join
while the RS process cannot start because the port is in use.
