[~posix4e] With the patch test passes for me (and it failed before, yes). Looks
good to me.
(as a side note, as I believe we're going to abandon zk-based assignment, after
1.0 we would need to revise those tests later. Like TestRegionServerNoMaster
would be not really vital is master is doing assignment?)
