@stack yeah, I was just thinking as we're adding new interface and making
HTable extend it, may be for API compatibility it'd suffice if we just have one
method with (rowkey, whetherToReloadCache) in the RegionLocator interface, and
in HTable still use both version, but the one without this boolean flag won't
have Override annotation? What do you think? Maybe I'm missing something.
