Attached patch carefully moves TTL handling out of the column trackers. Tests
pass locally.
I don't know what to do about GetClosestRowBeforeTracker, that is one big
special case of SQM and friends. Fortunately cell TTL handling can be hoisted
out of any particular tracker up into HStore, see HBASE-11764
