Just found NamespaceJanitor isn't being used inside the master, was going to
remove it and found this issue. Was there any discussion/conclusion on that? To
avoid keeping dead code around, may be just remove it from HMaster now, and
resurrect in one form or another, when it's decided on how the janitoring
should be properly done?
