Ya. I can understand the scenario.Pls see the test case 
testBulkLoadWithParallelScan(). Here when the scan starts if the bulk load is 
not completed we are not allowing the scan to read that bulk loaded KV.  
Previously this was not happening because of the skpKVsNewerThanReadPoint().  
Combining mvcc and seq Id is in a way to achieve this right?  What do you 
think? If so we need to revert the change in HBASE-11591 and allow all KVs to 
be read from a bulk loaded file. What do you say?
