V2 addressing Stack's comment.
Added CellUtil#estimatedLengthOf(final Cell cell)
When passed cell is a KV we return the KV.length() to maintain the same result
as in the past. When cell is of other types, the return will be an estimate
adding up the key, value and tags lengths part.
