Here is the WIP patch introducing new state 'shadow' to region so that 
AM/balancer can skip the assignment and at the same time the writes and reads 
can be served by the region.

To make the region a shadow region using transaction approach.

 [~jeffreyz]  is this approach fine for you? 
If it's ok, I will add more tests,APIs and utils tomorrow and upload new patch.
