HBASE-11553 added pluggable VisibilityLabelService, an abstraction layer for
visibility services (add labels, set_auths , creation of visibility cell tags
etc). This can be only cluster level single config now.
Suggest we can enhance it to make it table level. (Might be useful in a
multi-tenant scenario (?))
