This is a little confusing. Sorry for that.

It is not "master is configured not to host any region". Instead, it is 
something like "master is not configured to host regions if there are other 
regionservers". For example, in standalone/pseudo-distributed mode, only one 
node is brought up by default, and the master has all regions.
