I could commit this. Its just a dot file and a tool in dev-tools. It seems to
only test hbase-server content though. Is that intended? Why run lots of
small bits instead of just passing the lump of all hbase-server tests? Because
we need to run pieces in < 1 hour? Looks like you need to add some apache
licenses on heads of files. See related for how to do it.
