This came in on HBASE-4079. Idea is bucket commits by RS. This is done
internal to HTable now for you.
Jon made it audience private a year ago in 'HBASE-9529 Audit of hbase-client
@InterfaceAudience.Public apis' in time for the 0.96 release.
Lets just remove it.
