If we are fine in removing the deprecated filter APIs then +1 on this patch.
Over in HBASE-10930 particulary I had commented on the older APIs accepting as
KV. But I thought that we will not be able to change the filter APIs. But any
way even if someone disagrees on deprecating it just add a release not on the
potential benefits that they lose out by using the deprecated API.
