I have a working UT for this in HBASE-10462. The UT lists all the classes in
hbase-client and hbase-common module that do not have annotation and fails if
there is any. Also checks for whether all the classes in annotated Public
should have InterfaceStability annotations. We cannot commit the UT before
HBASE-10462 adds the annotations. Let me attach the patch here.
