I had try this patch on broken instance, with trunk running on it before and
added some logs and it doesn't help.
In myFSUtils.rootTableInfoExists(fs, rd) return true, so
FSUtils.createTableDescriptor isn't run on my instance and scanning META still
raise TableNotFoundException.
