HBASE-12126 adds SingletonCoprocessorService for endpoint invocations against
region server. It would be good to make MasterEndpoints also derive from
SingletonCoprocessorService to make them consistent with region server
endpoints. We also need to handle the deprecation part as this is an
incompatible change.
