In light of HBASE-12181, do you think using
TEST_UTIL.waitUntilAllRegionsAssigned(AccessControlLists.ACL_TABLE_NAME);
instead of TEST_UTIL.waitTableEnabled(AccessControlLists.ACL_TABLE_NAME) would
make any difference?
