I assume used to determine whether it is worthwhile to bring back root (and
split meta), but done once where you need it for deployment.
bq. What would be the measure of success?
If you end up deploying the feature in your production that would go quite a
long way, I think. A compelling before-and-after characterization would also be
important, e.g. turn off the feature, deploy a large table, shut down, turn on
the feature, redeploy the table, enumerate relevant metrics collected during
each table deployment, and report back on the differences here.
