Hey folks, I'm going to commit to the branch even though I have some concerns
with it because there is a lot of good stuff in here. We can fix the concerns
in the branch. I'll file some follow on issues.
(should use FileLink to handle read retry, tests have a lot of duplication and
take a long time to run)
