We only exposed the locality metrics named hdfsBlocksLocalityIndex which is for
regionserver, not for region.
Data locality for region is more important to analysis the performance after
region movment for balance, regionserver failover and so on.
The reason why i'd like to show it in the UI is it's more direct for later
performance tuning and more attentions will be paid on this metrics.
