What I am committing. It does NOT include updating surefire to 2.18-SNAPSHOT
(nor does it add in apache SNAPSHOTs repo). Lets do that in different issue in
one more directly related to the work going on over in "HBASE-12285 Builds are
failing, possibly because of SUREFIRE-1091" Besides, we may not need to go to
SNAPSHOT as it currently is looking (see HBASE-12285).
