Summary: Close out defunct versions in jira

We have a bunch of versions that won't be released shouldn't be used any more
(0.90.x, 0.92.x, 0.96.x). We should either archive or delete them (I'd lean
toward archive).
This work can be done by anyone with admin rights on jira from the [version
maintenance
page|https://issues.apache.org/jira/plugins/servlet/project-config/HBASE/versions].
