KeyValue.createFirstOnRow() methods are used by downstream projects such as
Phoenix.
They haven't been deprecated in 0.98 branch.
This JIRA brings KeyValue.createFirstOnRow() back to branch as deprecated
methods. They are removed in master branch (hbase 2.0)
