[~jxiang] region will be offline longer assigning now? How much time you
thinking? The amount of time it takes to rpc the master, then for the master
to notice the open and go ahead and update meta? We used update meta from
regionserver then notify master so just the notifying master time is the extra
added to region being offline? What you think?
