Attachment: HBASE-12128-0.98.patch
Ports TableConfiguration back from branch-1 and master into 0.98. Updates
HConnectionManager to use it.
Also caches RpcRetryingCallerFactory and RpcControllerFactory instances in
HConnectionImplementation for (re)use when making unmanaged HConnections.
We add a new HTable constructor so HTables created from "unmanaged" connections
can inherit TableConfiguration, RpcRetryingCallerFactory, and
RpcControllerFactory instances from the connection.
Combination of the above addresses HBASE-12128 issues in the 0.98 code base.
