An important use case of coprocessors is scanner wrapping. The coprocessor API
returns and passes around instances of the RegionScanner interface to enable
that. See RegionObserver#preScannerOpen and RegionObserver#postScannerOpen.
RegionScanner is marked Private but should be LimitedPrivate(COPROC).
