Seems harder getting 0.98 to fail. Ran twice at 125M/5slots and it passed.
Upped to 250M and 40 missing references which is also less than I normally see
on 1.0. Trying some more. Will go back to 1.0 since easier repro there and
hopefully same issue. Will be back to 0.98 after to make sure any fix covers
it too.
