[~mantonov] There is no direct access to activeMasterManager except starting
and stoping HMaster. The only effect is 'isActiveMaster', but it is set in a
Thread started in startActiveMasterManager. It is already set asynchronously
without this patch so it does not make any difference with this patch I think.
