The other option is to do what HBaseAdmin.getCompactionState() does. In that
case we'd fold the last compaction TS into the regionInfo PB message. That
requires the admin to contact every involved region server, but we're already
doing that for various other tasks. It's easy to have both (cluster status and
region info) so maybe that'd be best for flexibility.
