Backport to branch-1.0 as per [~ndimiduk] request.
I'm afraid that if we don't get this in, we won't be able to play with htrace
until hbase 2.0. The package and the APIs should be good. In hbase 1.0.x or
1.1.x we might add in more stuff but this should preclude our having to push
off new apache htrace inclusion till hbase 2.0.
