Presuming we define our dependency compatibility to cover transitive
dependencies (which is how I'd read that section in the ref guide), this patch
shouldn't change the set of dependencies.

Okay, I went back and verified that the list of dependencies was the same.
Uploading a new patch for 0.98 that moves some deps to compile scope instead of
test because the previous transitive dependency brought them in at compile.
As of this patch, the list of dependencies shouldn't change for any component
on 0.98. Ping [~apurtell]
