    Summary: Add a REST API implementation of the ClusterManager interface  
(was: Add a ClouderaManager implementation of the ClusterManager interface)

Renaming the JIRA to reflect the fact that this will be an implementation via 
REST API. This means it could be extended to handle other RESTful cluster 
managers (e.g. Ambari), as needed.
